If you try to fit the hands and feet inside the clothes, you'll end up with pretty bad clipping.
The best way is to delete the hands and feet, and replace them with the gloves and shoes.

Still a Novice editor myself but what I tend to do with this is move gloves and shoes to hover over the area I want to work with. Once that dealt with I start resizing and screwing around with the verticals til I match the shape of the hands for feet as best I can.
When you got that dealt with turn off everything in the material selection so you only see the body or limb that contain the part you need and then highlight the general area you wanna put it over and split the material so the hands or feet are in it own tab go ahead and turn the opaque to 0 for the hand or feet. Don't worry it still there you just won't see it til you flip it back to 1 again.
As for rigging there should be plenty of tutorials for that already.

Here's how I do it.
(Because editing gloves is required a little patience, I will focus on shoes only in this description, but it is the same when editing gloves and others.)
Leave only the left shoe and remove the opposite vertices and faces.
Select all vertices of the left shoe and move them to the model's left foot.
If the foot protrudes from the shoe, select all vertices of the shoe and enlarge on them.
Adjust the position.
If the shapes do not fit with the foot, move the vertices one by one.
Once it is in shape, try moving a bone "左足" (left leg) on the Transform View.
If the movement of the foot and the movement of the shoe do not match, transfer the weight of the foot to the shoe using the Transfer Weidht Plug-in. https://bowlroll.net/file/375
Try again to move the bone on the Transform View. It should be doing well.
Finally, select all vertices and faces of the shoe, and create a its mirror object.
